Specialised Operations (SPO) is a category defined by the European Union Aviation Safety Agency (EASA) under Regulation (EU) No 965/2012 that governs commercial aviation operations which do not involve the transport of passengers or cargo for hire. SPO encompasses a wide range of activities including helicopter emergency medical services (HEMS), aerial surveying, aerial photography, pipeline and powerline patrol, agricultural spraying, firefighting, and construction lifting. Under EASA's regulatory framework, SPO sits alongside CAT (Commercial Air Transport), NCC (Non-Commercial operations with Complex aircraft), and NCO (Non-Commercial Operations) as one of the four main operational categories. Operators conducting SPO activities must hold a declaration or, for high-risk operations, an authorisation issued by their national aviation authority. The regulation prescribes requirements for crew qualifications, operational procedures, risk assessments, equipment standards, and record-keeping.
